This phase includes focus group discussions in selected universities and colleges across different regions to gauge knowledge gaps and determine the right tone and level for messaging ahead of Kenya's 2022 elections. Next is a design phase where the applicant uses the findings to develop a social media campaign plan and create content, including infographics and other visually engaging materials focused on civic awareness and citizens' rights and responsibilities within democratic processes.

The opportunity also stresses that the work should build broader capacity beyond the immediate campaign. Applicants are expected to strengthen the capabilities of civil society organizations working in civic and voter education so they can better use research-based tools and approaches. The proposal should include a deliberate strategy to elevate the roles and voices of women and minorities in civic engagement and voter education efforts. In addition, implementers are encouraged to collaborate with U.S. government program alumni, including the Young African Leaders Initiative (YALI) network, and to incorporate American experts, relevant organizations, and U.S. Embassy speakers. Where practical, the campaign may also connect with American Corners to expand reach and programming options.

To ensure inclusion of youth who may not be reached effectively through social media alone, the campaign must convert key materials into training curriculum resources and provide them in print or hard-copy formats when appropriate. The project should also organize at least ten in-person events held in population centers outside capital cities in the priority regions. These offline events and trainings are meant to extend access to civic education, reinforce learning, and provide opportunities for direct engagement.

The grant aligns with the Embassy's broader strategic goal of deepening democratic reforms while strengthening the rule of law, protecting human rights, and safeguarding civic space, within the context of Kenya's continued implementation of the 2010 Constitution and devolved governance. The Embassy signals that ideal partners will have experience running youth-targeted social media campaigns and expertise in social change communications.

From a budget and accountability perspective, the opportunity sets an award ceiling of $100,000 and expects to make one award. At least 5 percent of the total award must be dedicated to third-party monitoring and evaluation, including incorporating feedback from focus group discussion teams involved during the project.
